Sedative drugs seized
ITANAGAR, Mar 29: City Police today seized a huge quantity of highly sedative Spasmo Proxyvon capsules (drugs) from Banderdewa Check gate.
A team of City Police led by SI AK Pandey and magistrate seized 5520 capsules of Spasmo Proxyvon from Banderdewa Check Gate and arrested two persons in this connection, informed City SP.
A case has been registered at Banderdewa Police Station U/S 22 of NDPS Act and the two alleged accused have been sent to court, the SP added.
City Police on Tuesday seized 9.5 kg of Ganja from a woman from the same check gate.
APCC clarifies
ITANAGAR, Mar 29: The Arunachal Pradesh Congress Committee (APCC) in an explanation letter addressed to the Jt. Chief Electoral Officer (CEO) has clarified that the envelope containing cash distributed to the media persons after the release of its manifesto on Thursday was actually meant for its staff as overtime payment.
“A few packets of envelopes containing some amount which were intended to be disbursed to the APCC staff’s over time payment received from the accountant, APCC were unknowingly handed over to few journalists”, the explanation letter read.
It is worth mentioning here that Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalist (APUWJ) had lodged a complaint against APCC with the CEO stating that APCC violated the MCC by distributing envelopes containing some cash to media persons the moments after the release of party’s manifesto at Rajiv Gandhi Bhawan here on March 27. The CEO had sought a reply from APCC after receiving the complaint.

Birthday of the sixth Dalai Lama celebrated
ITANAGAR, Mar 29: For first time the birthday of the sixth Dalai Lama was celebrated at the home of Gyalyum Tsewang Lhamo (the great mother) at Kusangnang, Baikher Kitpi. The sixth Dalai Lama, is only the Monpa Dalai Lama in the lines of fourteen Dalai Lamas. The sixth Dalai Lama is known for his romantic poems and is famous as the "Immortal Lover" of entire Himalayan region. The sixth Dalai Lama was born on 28th March 1683.

PPA demands action against APCC
ITANAGAR, Mar 29: Following media report that Arunachal Press Club and Arunachal Pradesh Union of Working Journalist have lodged a complaint of violation of election model code of conduct against Arunachal Pradesh Congress Committee (APPC) by allegedly trying to bribe the media persons, People’s Party of Arunachal (PPA), in a release today urged the Chief Electoral Officer (CEO) to take appropriate legal action against the Pradesh Congress Committee.
Claiming that Congress and Bharatiya Janata Party in Arunachal Pradesh have chartered aircraft/choppers to be used in election campaigning, PPA further urged the CEO and other EC appointed teams to keep strict vigil at airfields/landing grounds and conduct thorough checking of luggage, bags etc. to stop illegal movement of ‘cash or kind’ involving any contesting candidate or his agents. The party said those choppers/aircraft might be used for illegal movement of cash for the purpose of vote buying during the campaign.

World Forestry Day celebrated in NERIST

The programme was a huge success as large number of eye patients besides doctors, nurses, medical staffs of state hospital and volunteers turned up enthusiastically.
Dr. Taba Khanna, Ophthalmologist, Arunachal State Hospital, Naharlagun and Member Secretary, MWS informed that although many people turned up for the free eye screening camp, only three hundred forty could be screened on the day. Free medicines were provided to all patients present. Spectacles were provided to two hundred and fifty patients.
MWS Member Secretary further informed that MWS had sponsored spectacles worth Rs 1000 each to 180 patients, out of which 60 numbers of reading glasses were provided free of cost through NPCB. Forty critical patients identified in today’s screening will be referred to Sankardeva Netralaya, Guwahati for further management.

The unsung heroes during the electoral processes

Election is one of the biggest exercises in Indian Democracy in which the entire
country is involved in one way or the other. The ECI, the Election Observers, contesting
candidates and their supporters, the leaders of all political parties pitch in their
services to make the entire electoral processes successful. But the real unsung heroes
are the ordinary government employees who work round the clock on a war footing to
ensure that the electoral process is free, fair and peaceful. During the election
the government employees come directly under the control of the ECI. These poor government
employees are even barred from applying any kinds of leave except on exceptionally
unavoidable grounds. However, the real bulk of the responsibilities are carried out
by the Nodal Officers appointed during the elections by the ECI. They take care of
the EVM, Transport, Manpower management, Polling Personnel Welfare Management, Flying
Squads, Magistrates, Micro-
However, I personally feel that the real unsung heroes are the data compilers as
all documents are prepared digitally these days, master trainers, polling personnel
who conduct the polls and of course, security personnel who are on duty day and night.
In some places in Arunachal Pradesh, some polling personnel have to travel on elephant
backs, mules, boats, helicopters, on foot and so on and so forth. However, Tirap
and Longding districts have good arteries of roads that facilitate the polling personnel
to reach their respective polling booths easily and without any fuss. Of course,
there are some few polling booths where the polling personnel have to reach on foot
crossing hills and valleys. Some of them face untold sufferings but take the sufferings
in their strides. Imagine an Indian election without the willing contributions of
these unsung heroes who are not less than the soldiers fighting on the borders. They
are ready to sacrifice their lives to make the elections a success. They work impartially
and their poll duty is decided by randomization. No government employees including
the Grade-
This is the beauty of Indian elections. Even the USA and other developed countries watch our elections with amazement and wonderment. Our elections are so successful mainly because of the contributions of the unsung heroes who get nothing in return. So, I salute these unsung heroes who make the huge exercise of electioneering possible thereby helping in installing governments to run the country and the states. Awareness meeting on defacement of public properties
KOLORIANG, Mar 30: The Kurung Kumey District Election Officer today called an awareness meeting on the defacement of Public property under MCC with the Election Observers, the Security personnel and the representatives of various political parties in the district. The Superintendent of Police while citing several instances of violation of MCC in Koloriang asked the political parties to remove the posters, banners, flags and Car stickers which otherwise would attract penalties with fines extendable upto Rupees Fifty thousand under Arunachal Pradesh Defacement of Public Property Act 1997.
The Political parties were also cautioned by the Election Observer, RN Lal about the conduct of Political parties in rallies or campaigns. “All the political parties must conduct themselves in rallies or campaigns in such a manner so as not to hurt the religious, personal or any communal sentiments. Such acts not only violates the MCC but also is against the law of land” he said. Adding to the Observer, the SP suggested the Political parties to seek permission to hold any rally in the District at least 48 hrs before the intended day along with specific information like date, place, route of the rally, expected number of participants and also expenditure related information like size of dias or pandal, number of chairs to be used, number of vehicles participating and expenses of food and beverages.
The Political Parties responded positively to the suggestions and promised to uphold the Model code of Conduct.

Expenditure observer gives emphasis on record maintenance
ITANAGAR, Mar29: Election Expenditure Observer S. Jayaraj visited Jairampur under Nampong Assembly constituency and had meeting with Assistant Expenditure Observer, Expenditure Accounting team appointed to oversee the election related expenditure in connection with ensuing Parliamentary and Assembly Elections, 2014. He also explained in details relating to monitoring of expenditure incurred by the contesting candidates. The Flying Squad, Static Surveillance Team, Video Surveillance Team were also present in the meeting.
He asked the officers to properly maintain the Shadow Observation register by recording day to day accounts. He briefed the VST to meticulously videograph all the election related events/meetings/rallies etc along with voice recordings where videograph is not possible to cover the exact numbers of chairs/vehicles etc. used in the rallies/meetings due poor light etc. He advised the officers to maintain sincerity in discharging their duties and complete their works on day to day basis. Parl. elections: Campaign in East Siang yet to gain momentum

RUKSIN, Mar 29: Although there are only 11 days left until the election, campaigning in East Siang district by all the three contestants from the Arunachal East parliamentary constituency is yet to gain momentum.
The Eastern Parliamentary Constituency will witness a triangular contest between former Union Minister of State for Minority Affairs Ninong Ering (INC), former BJP MP Tapir Gao and People’s Party of Arunachal (PPA) nominee Wangman Lowangcha.
Congress candidate Ering is trying to reach out to as many remote villages as possible. He is trying to woo voters through Congress’ development mantras.

The Arunachal East Parliamentary constituency comprises 27 assembly constituencies while the Arunachal West constituency comprises 33 assembly constituencies.
It is observed that villagers of remote and interiors areas of the district have shown little interest on Lok Sabha polls. Many of the villagers do not even know the names of the contesting MPs. They seem to have more interest on assembly election.
Randomization for polling personnel done, FS seizes 8 lacs
PASIGHAT, Mar 29: Randomization of polling personnel for 153 polling stations was done by the DIO Rahu Gautom in presence of the Parliamentary Election Observer Ankur Gupta, Assembly Election Observer HK Behera and DEO Nidhi Srivastava.
While discussing about other preparedness, the observers were briefed about basic minimum facilities at polling stations, expenditure monitoring cell, training of polling personnel, MCC implementation, appointments and training of polling personnel, issue of poll materials, movement plans etc among other aspects of conduct of elections, by the DEO.
More than fifty micro observers are being trained and deputed to assist the authority to ensure smooth conduct of the upcoming elections and randomization of EVMs will be completed on March 31 next, informed Srivastava.
Meanwhile, the Flying Squad led by Sector Magistrate Gobi Nyicyor along with Immam Uddin Ansari (ASI) this evening seized eight lacs from a car while putting Naka near Mamang Borang Petrol Pump. The carrier lady claimed that the amount was carrying to procure local beads etc but fail to convince the Flying Squad team.
However, the seized amount has been kept in government treasury and advised the carrier to appeal the SDO (Sadar) cum JMFC for further proceeding. DIPRO
